Geneva County approves ARPA expenditures for bridge repair, bleachers, vehicle and fuel pumps

At the Dec. 9 Geneva County Commission meeting, commissioners adopted a series of resolutions to spend American Rescue Plan Act (ARPA) revenue‑replacement funds on local government services. The resolutions state the county designated its full ARPA award of $5,102,834.00 as revenue replacement under the Treasury Final Rule. The Commission approved up to $85,000 for repairs to the Poole Road bridge (F&W Construction Company), $16,905 for bleachers for the Farm Center (Outdoor Aluminum), $63,122 for a vehicle for the Geneva County Sheriff’s Office (Stivers Ford Lincoln), $29,291.88 for new fuel pumps for the Road & Bridge Department (Guardian Fueling Technologies), and authorization to purchase lime rock up to $60,000.
Each ARPA expenditure was proposed by staff and adopted by motion on the consent of the Commission. For example, the resolution authorizing Poole Road bridge repairs states, “The County shall use up to $85,000.00 of its ARPA Revenue Replacement Funds to facilitate the provision of the government services described herein through the repair of the Poole Road Bridge.” All ARPA motions recorded unanimous votes of 4‑0.
County Administrator Cindy Williams and County staff confirmed procurement would follow applicable federal and state requirements, including 2 C.F.R. Part 200 provisions referenced in the resolutions. The resolutions also state that ARPA revenue‑replacement funds must be obligated by Dec. 31, 2024, and expended by Dec. 31, 2026, consistent with the county’s ARPA program rules. The actions fund routine county infrastructure and operations: bridge repair, facility seating, a patrol vehicle and fueling infrastructure, plus an allocation for lime rock supplies.
