District finance staff gave an in-depth budget workshop that explained how revenues and expenditures are estimated, how ADA and enrollment drive state funding, and which state allotments feed the district’s Maintenance and Operations (M&O) and Interest and Sinking (I&S) buckets.
Presenters emphasized revenue sensitivity to attendance and enrollment and walked trustees through the Foundation School Program elements that affect the district’s legislative planning estimate and district planning estimate. Key figures discussed included an average daily attendance (ADA) planning figure of 11,080 and a working projection to build the M&O budget at approximately $134,000,000 (down from an earlier $139,000,000 figure) given rightsizing and expenditure trimming. The presentation also reviewed state items such as the teacher retention allotment and the new instructional facility allotment (NIFA) and noted some grant transitions and expirations.
Administrators reviewed the calendar of budget tasks: certified appraisal values arrive in late July, financial-advisor work and underwriter selection in late July, and the district’s public hearings and final budget and tax-rate adoption scheduled for August. Trustees asked clarifying questions about pass-through funding, special-program spending thresholds and how payroll and staffing changes were included in projections.
