VISD bond update: roofing scans, CMAR delivery, oversight applications open

Sherry Hathaway, the district’s chief bond manager, told the board the district has started preliminary work on projects funded by the recently passed 2026 bond.
Hathaway described the first active scope as roofing and warranty work for campuses built in 2010; the district will perform nuclear moisture scans and, if moisture is detected, seek certified Tremco installers. She outlined an RFQ timetable: architectural statements were due June 18, evaluation July 1, interviews July 7 and recommendations to the board July 16; engineering RFQs were due June 18 with rankings July 6 and board action July 16. Hathaway said the district is planning to advertise projects, wrap campuses with informational signage and begin LED lighting conversions and security-and-lighting upgrades in the fall.
On delivery method, Hathaway recommended seeking a construction manager at risk (CMAR) for multi-campus work to standardize materials and reduce surprises; CMAR offers a guaranteed maximum price once plans are finalized. She also invited community members to apply to the bond oversight committee at www.visd.net/bond2026 and said applications close July 2.
Trustees asked about when Hilltop Securities (the financial advisor) and underwriter representatives would brief the board; administration said the underwriter-selection process is part of July’s timeline.
