Human-resources staff asked the court to affirm that payroll status changes — not just pay changes — become effective at the start of the next pay period (the 9th or 24th). HR said the policy helps with cost-center accounting and that hires, terminations and emergency fills would still be handled on their required dates. "We're asking that all status changes...start at the 1st of a pay period," HR said, and presenters noted promotions and transfers would be managed case-by-case for urgent needs.
