Council approves engineering contract for $1.09M lead service line replacement project

The council approved professional engineering and construction services with Hennessy Engineers not to exceed $200,000 to support a lead service line replacement project that staff said had been awarded to All Seasons Underground.
Tim Wilson of Hennessy Engineering told the council the full project amount is $1,090,000 and that half the funding will come from an LNI grant and half from a DWSRF loan; he said the engineering fees are already included in the project budget and are not an additional cost. ‘‘This is the proposal for our construction engineering fees for the lead service line project … there’s a $1,090,000 project amount. 0.5 of that will be the LNI grant and 0.5 the DWSRF loan,’’ Wilson said.
Council voted to approve the contract not to exceed $200,000; the motion passed 7–0. Staff noted the contract and associated fees will be covered by the project’s grant and loan funds.
