Campbell County planning staff presented PL26-041, which seeks to bring an existing grooming and daytime doggy daycare into conformance with zoning as a special-use kennel. Owners/operators Casey Nash and Sarah Woodruff described an appointment-only business that operates Tuesday–Friday, 8 a.m.–5 p.m., and limited Saturdays; they emphasized no overnight boarding and a monitored fenced play yard.
Casey Nash said the facility has two employees and that typical grooming load ranges from six to 12 clients per day with a daycare complement of up to four additional dogs at peak. "We are open every other Saturday from 9 to 2... We are only appointment only, no walk ins," Nash said. Neighbors who spoke in favor described cooperative relationships; one supporter said the Lacks family had facilitated shared driveway maintenance when snow occurred. Commissioners asked about scale and growth potential; the applicants said their current plan limits day-to-day capacity and that long-term plans include moving to a brick-and-mortar location. The commission recommended approval and will forward the recommendation to the Board of Supervisors on May 5.
