Potter County authorizes public notice for Yellow Rose Solar reinvestment zone; developer seeks pilot abatement

A county planner said the application from Orion envisions a phased solar installation east of town that could reach roughly 1,500 megawatts across phases, with a likely initial phase near 600 MW. Staff described a pilot payment structure for the county’s portion of property taxes and estimated potential annual county revenue under the pilot at roughly hundreds of thousands to low millions depending on installed megawatts and negotiated terms; staff said Carson County has already approved an abatement.
Alicia (mapping) and other staff said the notice and application materials will be published ahead of substantive negotiation at the January meeting. The court voted to authorize publishing the first required public notice to begin the zone formation process.
