Campbell County planning staff presented PL26-038, a request to rezone 0.5 Moon Lane from single-family to multifamily to permit construction of a duplex on a roughly 0.62-acre parcel. The applicants, Nicholas and Erica Cheatham, said they plan a single-story duplex with two-bedroom units and direct management of the property.
Multiple residents testified in opposition during the public hearing, citing that Moon Lane is a narrow, private dead-end road that would not accommodate increased traffic and turnaround demands. Lee Mashuras, a next-door owner, said, "I am sincerely opposed to having a multifamily residence next door" and raised concerns about traffic and the plan's changed footprint. Others noted the applicant's lot had not been consistently maintained and worried a rental duplex would worsen wear on the private road and reduce neighborhood character.
Commissioners asked about building height, parking, and whether the applicant had consulted neighbors in advance. The applicant said the design would be one level with two bedrooms per unit, that they plan to maintain the lot and use 12-month leases, and that some nearby rental properties already exist on or abutting 0.5 Moon Lane. After discussion the item was left to proceed to the Board of Supervisors; the commission recorded its proceedings and noted the May 5 board hearing date.
