An initial motion to approve the agreement lost its second and was dropped while commissioners debated options. Commissioner 5 then moved to approve the cooperative agreement on the condition that the routine maintenance language be added; the motion was seconded and passed by voice vote. The board directed staff to ensure the routine maintenance text is in the final agreement or to send the revised draft back to the city for approval. No penalties or changes to the project scope were recorded beyond the maintenance language requirement.
