City rebids plan-review and inspection contracts, shifts accelerated review to flat fees

During discussion Abby and Elena cited performance data: structural permit review medians moved from roughly 40 working days in 2024 to about 20 in 2025, and drainage review times improved from roughly 123 working days to about 60. Staff described ongoing pre-submittal meetings, lunch-and-learns and closer vendor engagement to keep those gains.
