La Porte council approves zoning-code changes to streamline hearings, parking and screening standards

The La Porte City Council approved Ordinance 2025-5001, a set of amendments to Chapter 106 of the city code that staff said will make the development-review process more predictable and legally aligned.
A staff member told the council that the code had required hearings within 30 days of application submission but that state notice requirements and newspaper lead times made meeting 30 days effectively impossible. "So we're already not following our ordinance," the staff member said, proposing a change to require hearings within 45 days after an application is deemed administratively complete. Planning & Zoning reviewed the package and voted 9–0 to recommend approval.
Other amendments approved by the council include explicit opaque screening requirements (disallowing chain-link with slats or fabric mesh as opaque screening) and minimum off-street parking standards for certain 'office-only' uses and short-term rentals.
