Ownership question slows progress on F-216 channel project between Sins Road and railroad

Ray Mayo told the committee that one of the city's Flood Control projects — the F-216 channel between Sins Road and the railroad — encountered a documentation gap about ownership that dates back decades.
"There seems to be a long standing, discrepancy on the, the ownership of that tract," Mayo said, noting the channel has existed since the 1940s but city staff could not find paperwork showing Harris County Flood Control district ownership. Mayo said he and staff will work with Clark and Harris County Flood Control to resolve the ownership question; he characterized the issue as manageable but requiring an agreement before the project can move forward.
The committee received the update and offered no additional motions; staff will pursue documentation and an interagency agreement to clear the ownership issue so construction can proceed.
