Rockwall County Commissioners denied the preliminary plat for the River Rock Trails Phase 1A/1B development after a contentious hearing that included technical reviews from Friese & Nichols and the applicant's engineers. County staff and the commissioned reviewer listed numerous unresolved items — drainage calculations, time-of-concentration analyses, off-site sanitary sewer availability, and potential U.S. Army Corps of Engineers jurisdiction over wetlands — and told the court the matters should be resolved in construction plan review or by conditions prior to final platting.
The applicant's representative said a flood study and revised plans had been submitted and asked for conditional approval. D.R. Horton representative David Booth told the court they believed they had answered reviewer comments and urged approval; the county engineer and the court disagreed that the outstanding issues were resolved. After discussion the court voted to deny the plat; the judge recorded that the motion to deny passed unanimously. The court encouraged an open workshop between the developer, the county engineer (Friese & Nichols), and staff to resolve the outstanding technical items before resubmittal.
