Rockwall County Commissioners adopted the FY2025 budget on Sept. 10 and set the county's 2024 tax rate at the no-new-revenue level of 0.2547. The vote followed an extended budget workshop in which commissioners reallocated ARPA interest and contingency funds to cover specific capital priorities and operational items.
County Judge (speaking from the bench) urged a conservative approach to projections but said the court's goal was to hold the line: "we are going to hit the no new tax rate," he said during the meeting. The adopted budget includes targeted allocations for courthouse and annex projects, a $31,000 allocation for strategic-plan software, and a contingency that, after amendments, was reported by the auditor at roughly $600,000. Treasurer's projections for ARPA interest helped make several capital purchases feasible in the FY2025 plan.
The decision followed multiple line-item adjustments approved by motions during the meeting: the court earmarked $210,000 of projected ARPA interest for sheriff vehicles, authorized selected courtroom and juvenile-center technology upgrades, and funded a strategic-plan implementation tool to support transparency and performance tracking. The court recorded the tax-rate vote and approved the final FY2025 budget as amended.
