County awarded BOA pre‑planning and strategic plan grants to inventory brownfields and update county plan

Cayuga County won two state planning grants that county staff said will guide redevelopment and countywide policy work.
Planner Nathaniel Rogers reported a $160,000 award for a Countywide Brownfield Opportunity Area (BOA) pre‑planning inventory and analysis to map vacant, abandoned and underutilized properties countywide; the 24‑month project will begin in April 2025 and is a 90/10 grant (state pays 90%).
Director Kari Terwilliger said the county also received $103,500 through the Department of State Smart Growth Community Planning and Zoning grant program to lead a new Countywide Strategic Plan, a 36‑month effort beginning April 2025 that the department intends to complete in‑house with staff participation; the strategic plan aims to update the county’s last comprehensive plan from 1969.
Staff said the BOA pre‑planning work will create an inventory and identify clusters for future BOA designation and that the strategic plan will address housing, natural resource protection, resiliency, and coordinated planning across 33 municipalities. Both grants require modest county match from staff time and operating budgets.
