Cayuga County wins $103,500 Smart Growth grant to develop a countywide strategic plan

The Planning Committee reported that Cayuga County received a $103,500 grant from the New York State Department of State under the Smart Growth Community Planning and Zoning program to prepare a new countywide strategic plan. Director Kari Terwilliger said the plan will be developed in-house by Planning Department staff over a 36-month period beginning in April 2025 and will integrate smart growth principles including housing, resiliency, clean energy, and regional coordination.
Terwilliger told the committee the state will reimburse 90% of eligible expenses and the county will cover the remaining 10% through budgeted staff time in 2025–2027. The last countywide comprehensive plan was adopted in 1969, she noted, and the new strategic plan aims to update county guidance on housing, economic development, tourism, natural resource protection, and service delivery across all 33 municipalities.
