Planning commission tables proposal for 50-foot billboard near downtown Winnemucca

The Humboldt County Regional Planning Commission on Dec. 12, 2024 voted unanimously to table UW-24-02, a special-use permit filed by Arena Outdoor Advertising to place a 50-foot-high, three-faced billboard on a leased 900-square-foot portion of assessor's parcel 15-0143-01 at 40 S. Bridge Street in Winnemucca.
Robert Kennerson of Arena Outdoor Advertising said the sign would be a flat design placed off I‑80 and closer to downtown than many freeway billboards, and described the planned illumination as "standard lighting, from the bottom of the structure to the face of the structure." County staff read comments from the Nevada Department of Transportation (NDOT) into the record; the transcript indicates Kennerson has discussed NDOT's requirements with NDOT staff.
Adjacent property owner Javier Rivera objected to the proposed location, saying the billboard "could affect his property values" in the future. Commissioners questioned the site's proximity to existing buildings and sight-line impacts; Commissioner Brent Lange and others asked why this location was chosen rather than sites farther from downtown. Chair Demarah Gray asked about lighting and height; Kennerson said the overall structure would be 50 feet tall, with 20 feet at traffic lanes.
Commissioner Herb Ross moved to table the item to allow further review; Commissioner Janet Jacaway seconded and the motion passed unanimously. The commission continued UW-24-02 to its Jan. 9, 2025 meeting. The commission adjourned at 5:59 p.m.
