Treasurer announces retirement, successor and county administrator transition

Plymouth County Treasurer Thomas O’Brien told the OPEB Trust Investment Committee that Special Assistant Matthew Hanley will retire in February and introduced John Lally as his successor. The meeting also introduced Assistant County Administrator Theresa Vernazzaro and incoming County Administrator Christopher Heffernan.
Treasurer Thomas O’Brien opened the Plymouth County OPEB Trust Program Investment Committee meeting on Jan. 30, 2026 by announcing personnel changes in county administration. He told the Committee that Matthew Hanley, Special Assistant to the Treasurer, will retire in February and introduced John Lally as Hanley’s successor.
O’Brien also introduced Theresa Vernazzaro, identified in the meeting as the Assistant County Administrator for Plymouth County, and Christopher Heffernan, who was presented as the County Administrator who will assume that role when current Administrator Frank Basler retires in August. The Committee extended best wishes to Basler and thanked Hanley for his service. The introductions were presented as informational items and did not prompt formal committee action at the meeting.
