Chair Therese Brown opened the meeting at 9:30 a.m.; the board adjourned at 10:06 a.m.
Minutes from the Dec. 11, 2026 meeting were approved on a motion by Ronald W. Turpin and seconded by Richard E. Beck Jr. The board unanimously approved rescheduling public hearings for three periodic maintenance petitions—Amstutz No.2, Huguenard No.2 and Hatch Drain—setting all three for Feb. 19, 2026, following recommendations from the Allen County Surveyor's Office (ACSO).
The board approved a series of encroachment petitions including fiber-optic and gas main directional bores, a pedestrian bridge and trail, private access drives, and several private encroachments across regulated drains. Several approvals carried conditions such as minimum boring depths, verification of bridge deck elevation, floodplain permit confirmation, and recorded encroachment documents. The board approved the ACSO's 2026 Drains on Collection list.
The board’s attorney and ACSO staff provided procedural clarifications and fee guidance where ownership changes required new filing fees.
