Owners Maria Mondragon and Jose Cuevas, represented by counsel, said they had terminated an unlicensed security provider, trained a new licensed company, installed two ID scanners at entry and at the bar, and reengaged Lawrence Police for weekend coverage.
Board members asked for documentary proof of the new security contract, ID scanner receipts, and a requirement that the owners submit quarterly compliance updates to excise staff. Counsel noted prior paperwork inconsistencies had been corrected in renewed filings and that the business had a corrective action plan on file with the commission. One member framed the decision as conditional: "We'll give you 12 months to prove your changes are effective," the member said.
The license was approved for 12 months; the board emphasized that further violations during the probationary term would put the permit at risk of denial at the next hearing.
