Board approves 3% increase for Elite Recycling, will reconsider asset purchase later

County staff told supervisors Elite Recycling requested a 3% increase to the existing multi-year hauling contract, which staff recommended to cover higher operating costs; staff also proposed a separate procurement of compactors and containers at an estimated $475,000 to reduce future vendor dependence. "At this time, staff is recommending that we provide Elite with the addition with 3% increase of $19,338.48," staff said.
Board members probed bulk-haul spending and tonnage: staff reported FY26 (7 months) bulk removal spend of about $55,390 versus FY25 full-year $75,600, and noted an approximate 400-ton increase in tonnage from FY24 to FY25 at the Livestock Road site. Dean Monroe of Elite Recycling addressed the board, saying the company had provided extra services in earlier years but had reduced those extras after the prior denial of an increase; Monroe urged the county to choose its long-term waste strategy before large capital purchases.
The board voted to approve the 3% CPI increase to Elite’s contract by voice vote. On the separate staff request to acquire waste-collection assets (estimated $475,000), the board considered a substitute motion: supervisors voted to postpone that procurement for 60 days to get additional analysis and to coordinate the purchase decision with the county’s broader plans for solid-waste handling after the current contract expires in 2027.
