La Porte staff told the board that the applicant for Dimensions Comics, Music and More did not submit adequate proof of the $20,000 minimum capital investment required by the amended and restated incentive agreement, and therefore did not qualify for the first incentive payment of $7,494.34 at this time.
Staff said receipts and invoices were submitted after the July 31 deadline and many were paid in cash or included ineligible items (collectibles, inventory, gasoline) or lacked bank or credit-card statements to verify payment; staff estimated potentially qualifying expenses at about $18,424 without acceptable proof. The applicant’s representative described operational challenges—QuickBooks outage, staffing changes, health issues, and an asbestos finding—that complicated timely documentation. Board members expressed support for the program but emphasized the need for verifiable proof of payment and directed staff to return with an amended and restated agreement to provide a 60-day extension for the applicant to furnish required documentation.
"So the documents submitted by July 31 were not enough to qualify," staff said. The applicant said, "We turned in over $20,000 worth of what we considered pretty credible stuff," and asked for more time to collect statements and cancelled checks. The board did not vote to award the first payment and recorded the item as no action; staff will bring back an amended agreement for the board’s consideration.
