County adopts digital bidding policy for procurements

Howard County Commissioners voted to adopt a revised digital bidding policy designed to let the county accept sealed bids through an electronic process instead of requiring physical packages. The chair told the court the policy includes controls such as codes that prevent opening bid submissions before the due date and said the auditor’s office worked with staff to craft the policy.
The chair said the revision recognizes the increasingly routine nature of electronic bidding while noting some concerns about tracking and reliability; the chair recommended approval and said the policy can be adjusted later if needed. A motion to adopt the policy was seconded by Commissioner Berry and passed by voice vote.
