County explains PEC and site‑plan review process, urges clearer resubmissions

A county planner said the Project Evaluation Committee (PEC) is a “voluntary customer service focused process” that brings county and external regulators together early in a project’s life cycle to identify potential hurdles, and that the PEC is typically triggered for building projects of about 5,000 square feet or unique projects such as solar installations.
The presenter said site plans proceed through conceptual, preliminary and final stages and that final approved site plans are used for compliance verification and permit generation. Staff emphasized that resubmissions commonly cycle multiple times because applicants sometimes address only a subset of review comments: “We will review it and say, okay. The 50 the 50% that you have resubmitted looks great, but you still have the other 50% that’s outstanding,” the presenter said. County officials urged applicants to explicitly note which prior comments no longer apply when they resubmit to avoid repeat cycles.
The county also walked through statutory timelines for agency completeness and review: environmental completeness screening (up to 15 days) and an additional 45‑day review window after acceptance were discussed as examples of common timeframes. Staff said multiple agencies’ involvement and sequential agency holds (for example, if the fire marshal requires a change that triggers additional reviews) can extend total review time.
