Commissioners name EMA deputy as agent for federal mitigation grants, adopt flood‑study scope

The Tioga County Board of Commissioners adopted Resolution No. R‑4‑26 on March 10, authorizing Marti Shabloski, Deputy Director of Emergency Management Agency (EMA), to execute required forms and documents for federal mitigation grant programs including HMGP and Flood Mitigation Assistance under the Robert T. Stafford Disaster Relief and Emergency Assistance Act and the National Flood Insurance Act. The resolution text states that "Marti Shabloski, Deputy Director of EMA, is hereby authorized to execute for and on behalf of TIOGA COUNTY ... all required forms and documents for the purpose of obtaining financial assistance" under the named programs.
Separately the board approved a scope of work with the U.S. Army Corps of Engineers to produce a detailed base flood elevation study covering the channel from Elkland northward to the Potter County border. Commissioners recorded these actions as unanimous. Chief Clerk Janice Chamberlain certified the passage of Resolution R‑4‑26 in the meeting minutes.
