Tioga County enacts ordinance to create Trail, Park and Recreation Authority

The Tioga County Board of Commissioners on Feb. 10 adopted Ordinance 2026-2 to organize a Tioga County Trail, Park, and Recreation Authority under the Municipality Authorities Act. The ordinance directs the County and the Chief Clerk to execute Articles of Incorporation and to publish required notices.
The ordinance specifies the authority’s purpose as acquiring, constructing, operating and maintaining trails and recreation facilities and sets the initial board at nine resident members with equal-weight votes. The board directed county staff to proceed with filing and to take all necessary steps to effect incorporation. The motion to adopt was made and seconded by Commissioners Sam VanLoon and Marc Rice and carried by a unanimous vote of three ayes and no nays.
The ordinance text states the authority will connect trails to neighboring counties and position Tioga County as part of a nationwide trail and recreation network; a complete, signed copy of the ordinance is recorded in the minutes and is available from the Commissioners’ Office.
