Franklin County health board to form task force to plan spending of roughly $300,000 in HFI funds

The Franklin County Board of Health heard from staff that the state expects a plan for prior HFI (Healthy Families Initiative) funds and that the county has “I think it's just over $300,000 with previous years' HFI funds that we can spend,” Britney Schwab said during the meeting. Board members did not pick final projects but agreed to form a task force to develop proposals for the state.
Staff and board members sketched a menu of possible uses: continuing the AED distribution program, electrical “pigtail” hookups and generator capacity at community buildings for sheltering, telehealth pilots for schools and the county jail, transportation vouchers for medical trips, and targeted prehospital equipment or training. Health Officer Dave Welsh urged projects that can produce measurable results so the county can justify future funding to the state.
Members discussed process as much as priorities: staff recommended a small workshop-style task force (kept below quorum limits) and outreach to county commissioners and the EMA director to confirm capital-carryover rules. No formal spending decisions were made at the meeting; staff said they will follow up with county partners and convene the task force to draft a plan for state review.
