Greg Parker presented two related grant actions on Feb. 12. First, the council approved continuation of a four-county SFY25 contract with the Mental Health & Recovery Services Board of SOSW for $20,000 to support mental and behavioral health assessments for children; Parker said staff may use NOMS assessments depending on risk level to track individual progress.
Scott Moore moved to approve the SFY25 contract; Kelli Owens seconded. Rose Robbins recorded an abstention; the motion carried with the remaining ayes. Parker also explained that MHRSB now requires two‑year funding applications; the proposed SFY26/27 prevention grant would likely fund similar prevention services (gambling prevention, primary prevention, parenting classes). Kelli Owens moved to apply for the two‑year grant; Jason Fagan seconded. Rose Robbins again abstained and the motion carried with the remaining ayes.
The minutes record the abstentions but do not specify reasons. Council staff will proceed with contract execution and application steps consistent with MHRSB timelines.
