Howard County Commissioners voted April 13 to participate in a Tax Increment Reinvestment Zone (TIRZ) with the City of Big Spring, approving an interlocal agreement that directs 20% of county tax increment to the TIRZ fund through Dec. 31, 2031, with the last payment collectible through 2032 and the county cap set at $356,899.60.
Commissioners described the interlocal as a starting economic-development tool to give the county a seat at recruitment negotiations for prospective businesses. After approving participation, the court moved to appoint a county representative to the TIRZ board. Commissioner Ray was named as the county representative and stated he would abstain from voting on his own appointment; the appointment passed with one abstention. Commissioners noted the TIRZ term was initially set for five years with an option to review and extend later.
Officials said the Economic Development Corporation will use the TIRZ baseline as part of recruitment efforts but that the county remains open to further incentives depending on who expresses interest. The court recorded the motion and authorized staff to complete the interlocal paperwork.
