Commissioners rescind previous retirement-board appointment, name Chair Wright as county representative amid ethics question

On Feb. 5 the Plymouth County Commissioners voted to rescind a prior Jan. 2, 2025 appointment of Commissioner Jared L. Valanzola as the county's representative to the Plymouth County Retirement Board. Commissioner Gregory M. Hanley moved to rescind the earlier vote under M.G.L. Chapter 32, Section 20(3)(b); Chair Sandra M. Wright seconded. The rescind motion passed with Hanley and Wright voting yes and Valanzola voting no.
Hanley then moved to appoint Sandra M. Wright as the county representative to the Retirement Board; Wright seconded. Recorded votes were Hanley-Yes, Wright-Yes, Valanzola-Abstain; the appointment was carried. During discussion Commissioner Valanzola referenced an ethics investigation from the prior year that he said questioned whether the chair could second a motion to appoint himself or herself to the board if a stipend was accepted or not. Commissioner Hanley responded by citing the "rule of necessity," noting it permits the chair to second in this kind of procedural circumstance.
The board recorded both actions in the minutes and updated the county's representative on the retirement board.
