Developer consultant outlines solar project negotiations; county to consider hiring consultant

Oleg Alba, managing partner of consulting firm AcreStrong, presented his firm’s municipal consulting services for an anticipated solar project and described a suite of agreements that typically accompany such developments, including pilot payments, decommissioning bonds, conditional-use permits and road-use agreements. “Once you sign this, there's no take backs,” Alba said, warning of the multigenerational nature of such projects.
Administrator Darren Myers told commissioners AcreStrong’s proposed consulting agreement would be placed on next week’s agenda for formal review alongside county legal staff and planning and zoning. Commissioners stressed that hiring a consultant does not obligate the county to approve a CUP or any agreement; Myers said consultants can identify issues that might keep a project from moving forward and that the county would only proceed if agreements meet its terms.
