Oleg Alba of Acres Strong briefed the commission on consulting services his firm offers to counties negotiating large solar projects, saying many Kansas counties have not "faired well with these sorts of projects without getting specialized help." Alba described experience spanning finance and development work in the Midwest and said the county has "only one shot to make this right" when structuring agreements between landowners and local government.
County Administrator Darin Myers said the agreement Alba submitted will be reviewed at next week’s meeting and stressed that engaging a consultant "does not commit us to anything insofar as the CUP is concerned." Commissioners emphasized they are seeking expertise to guide negotiations but that no decision has been made about project approvals.
