House approves bill making TEMA a standalone department

Leader Lambert explained that HB 2560 would create the Department of Tennessee Emergency Management Authority (TEMA) as a standalone department rather than leaving it under the Department of Military. Committee amendments were considered and several amendments were withdrawn; Representative Gillespie described an amendment that "rewrites the bill" before members adopted it.
Leader Lambert renewed his motion and the clerk called the vote. The clerk recorded a tally indicating the bill met the constitutionally required majority and the Speaker declared HB 2560 passed. The motion to reconsider was tabled without objection.
