Grant County commissioners elect John Martin chair, set 2026 schedule and confirm slate of department appointments

The Grant County Board of County Commissioners convened Jan. 20 in Ulysses and unanimously chose John Martin to serve as chairman for 2026. The board established its regular meeting schedule as the first and third Tuesday of each month starting at 9:00 a.m., and designated Grant County Bank, Dream First Bank and Bank of Ulysses as official depositories and the Ulysses News as the official county newspaper.
The commission approved a number of administrative delegations and appointments. The County Clerk was named Chief Purchasing Agent and county agent for federal and state withholding, Social Security, the Kansas Public Employees Retirement System (KPERS), insurance, public information, FOIA, ADA coordination and human resources. Commissioners also confirmed department heads including Shaun Minks as Public Works Supervisor; Ty Shoemaker as Noxious Weed Director; Marilea Honstead as Civic Center Building and Grounds Manager; Denise James as Health Department Administrator; Dr. Douglas Johnson as County Health Officer; Jeff Baier as EMS Director and Emergency Management Coordinator; Chris Meile as Assistant EMS Director; John Crosby as Fire Chief; Nancy Borthwick as Senior Center Director; and David Manzano as Building Maintenance Supervisor.
The motions were made, seconded and carried unanimously. The board also set the mileage reimbursement at $0.72 per mile for county business.
