Planning commission approves on‑site concrete crushing for redevelopment at 20 Scott Swamp Road

Jeff Sager, representing Metro Construction Corporation, presented the applicant's plan to demolish a vacant 42,000‑square‑foot nursing home and to crush on‑site concrete to reuse for backfill in a proposed 62‑unit redevelopment (including 14 supportive units). "What it is that we are requesting is to crush on‑site concrete," Sager said, describing one small mobile crusher, a misting dust‑suppression system that would run whenever the crusher operates, and a plan to complete all work by Oct. 31.

Commissioners pressed the applicant on several points: whether brick and asphalt would be included (Sager said brick likely would be; asphalt would be reclaimed during another phase), anticipated truck counts (not specified), sediment and stormwater runoff controls, and suspension criteria for high winds or visible dust (the applicant agreed to suspend crushing at sustained winds of 25 mph toward homes or sooner if visible dust migrated). The applicant also committed to provide the construction manager's cell phone to concerned neighbors and to coordinate a sediment‑capture program with staff.

After hearing testimony and public comment, the commission closed the hearing and voted to approve the special permit and site‑plan modification allowing intensive construction activity for on‑site crushing at 20 Scott Swamp Road, with conditions including the confirmed hours (8AM–2PM weekdays), dust‑suppression measures, wind suspension triggers, neighbor contact, and sediment controls. The motion was moved, seconded, and carried by voice vote.
