Board grants conditional-use permit for large Circle K Farms feedlot expansion

Planning staff presented a conditional-use permit (CUP) request for property at 3559 County 45 Boulevard in Lake City on behalf of Circle K Farms and applicant Mike Kolenhofer. Megan said the application includes a proposed 350-head farrowing barn and a 1,000-head gilt developer unit with underground manure storage; she said the proposal would bring the site total to 3,458 animal units and include storage of over 500,000 gallons of manure. Staff noted the site already holds more than 1,000 animal units (reported as 2,894) and that both the Minnesota Pollution Control Agency’s NPDES permit and the MPCA feedlot permit had been issued in the past few weeks and copies are on file.
A commissioner asked about wording in the CUP conditions that says the applicant shall obtain feedlot registration and an NPDES permit "to exceed over 1000 animal units," noting the site already exceeds that threshold; Megan agreed to make an administrative wording change from "exceed" to language indicating an expansion of permitted units. The planning commission had unanimously recommended approval; the board moved, seconded and approved the CUP.
