Land-use staff presented the Coleman encroachment project (construction project number 25301001) and recommended awarding the contract to the lowest responsible bidder, Fitzgerald Excavating and Trucking, at a bid of $93,500. Megan, the presenter, told the board the bid came in "about 40% lower than what we were anticipating," and described the work as removal of retaining walls and restabilization of disturbed steep slopes in Stanton Township near Goodhue County Lake Bilsby Park.
Several commissioners asked whether county staff time and engineering costs would be included in the total amount assessed back to the property owner. Megan said staff time had not been added into the $93,500 figure but that the county would "look back at the total" at project completion and could assess staff and engineering costs to the landowner. Commissioners disagreed about whether all staff time should be rebilled; one said it was appropriate to try to recover a fair amount while another said not every dollar is always recouped. After the discussion the board voted to award the contract to Fitzgerald Excavating and Trucking.
