County adopts intergovernmental agreement to support Dongwon Autopart Technology site at Highway 297 Industrial Park

The Emanuel County Board of Commissioners on March 16, 2026, adopted an intergovernmental agreement with the Emanuel County Development Authority (ECDA) to provide infrastructure improvements at the Highway 297 Industrial Park intended to attract DONGWON AUTOPART TECHNOLOGY GEORGIA, EMANUEL LLC. The agreement text included in the meeting record states DONGWON intends to make a minimum investment of $30,000,000 and to eventually hire approximately 200 employees. ECDA pledged $200,000 in reimbursements to DONGWON for site improvements, and the County agreed to advance funds, described as a loan, to ECDA to cover estimated infrastructure costs of $800,000.
The agreement sets repayment priorities: any One Georgia grant funds awarded would be applied first as partial reimbursement to the County, and PILOT (payment in lieu of taxes) payments from DONGWON of $200,000 per year beginning January 1, 2029, would be applied first to ECDA's indebtedness to the County until the loan is repaid. After repayment, PILOT proceeds are to be distributed pro rata among taxing entities (the minutes name Emanuel County, the Emanuel County Board of Education, and ECDA) based on their millage share. The motion to adopt the agreement passed unanimously (motion: Commissioner Ricky Thompson; second: Vice Chairman Timmy Oliver).
