Board approves SELCO/library funding addendum, with clarification about post-2027 inflation formula

County staff introduced a proposed addendum to the SELCO (library) agreement that would hold outside-agency funding at the 2026 level and then return to the established inflationary formula starting in 2028. Andrea, the staff presenter, said: "So we are asking the board if they are interested in doing that to approve the addendum, and then it will be sent to SELCO for the libraries to approve."
One commissioner asked for clarity about the 2028 language, saying the addendum as written "talks about beginning in '28, the funding amount shall resume use of the established inflationary formula," and warned that passing the addendum commits a future board to that method unless the contract is reopened. County staff (Scott) confirmed that the addendum was drafted with the intent to return to the formula in 2028. After that clarification the board voted to approve the addendum.
The approval sends the addendum on to SELCO for the libraries’ own approvals. Commissioners noted that reopening the contract in a future year would require notice and that libraries indicated they did not want to reopen the funding terms at this time.
