Committee recommends confirmation of water utility general manager nominee Christine Knapp

The Madison Finance Committee recommended Christine Knapp for confirmation as the city’s water utility general manager and asked staff to clarify language in her draft employment agreement concerning reporting lines.
Mayor introduced Knapp and invited her to speak; Knapp said, “I am Christine Knapp, and I look forward very much to getting to know all of you, and learning the ins and outs of the water utility.” Alder Revere asked whether the employment agreement’s “general responsibility” section and the “personnel actions” section were consistent about to whom the general manager reports (the Water Board, the mayor and the director of public works). HR Director Hilson replied that the position will have a simultaneous reporting requirement between the mayor and the public works director, and that staff would review the draft agreement language to avoid confusion.
After discussion and the clarification pledge from HR staff, the committee moved and seconded to recommend confirmation and recorded a unanimous recommendation to the full council. The committee asked staff to consider a minor amendment to the contract language to explicitly include the director of public works in the general responsibility section so the two sections read consistently.
