Engineer: Parish to use ARPA funds to extend sewer to Thomas Mill Road; annexation with City proposed

The Police Jury on Sept. 26 heard a staff presentation on plans to extend sewer service to parts of Thomas Mill Road and to annex that area into the City of Winnfield so it can connect to the City system. Engineer Henry Shuler said the Collins subdivision portion of an earlier block-grant project was completed and annexed, and that the Thomas Mill Road portion had been deferred after bids came in far above early estimates. He told the Jury, "The Parish has allocated up to $200,000 of American Rescue funds" to pay for the Thomas Mill portion and that the new sheriff has agreed to allow a tie-in to his lift station, avoiding the cost of building a new lift station.
Shuler said the proposed extension would reach the Parish Road Barn, H & E Machine Shop and about 10 residences and would pass Houston Etheridge's trailer park; he reported landowners he had spoken with "have no objection with the annexation." Mayor Gerald Hamms confirmed the City has no objection to annexing the parcel but said the City does not want responsibility for maintaining Thomas Mill Road if it is annexed. The Jury did not vote on annexation at the special meeting and President Frank McLaren said the matter will be placed on a later agenda for formal action.
