UDO draft removes some livestock limits, changes kennel-cap approach for commercial operations

Planning staff highlighted several substantive changes to animal and kennel rules in the draft Unified Development Ordinance.
Jeanne said the draft removes limits for livestock on parcels over three acres while retaining limits on smaller lots; she gave an example that on less than one acre a property could have six hens and no roosters. The draft also removes a universal maximum cap for commercial kennels: instead, commercial kennels would submit a management and animal-care plan showing staff-to-animal ratios and capacity justification. Jeanne said hobby kennels (home-occupation kennels) would be limited to 10 animals under the draft.
Commissioners discussed these revisions during the UDO presentation and noted the Board of Zoning Appeals had focused much of its feedback on these sections. Staff incorporated three specific recommendations from the Board of Zoning Appeals and told the board those edits are reflected in the current draft.
