Staff presented the application as a first reading and said the submitted landscape plan met ordinance requirements; staff also advised the panel about the requested variances for curb/sidewalk and the proposed metal siding designed to simulate wood stain. Architect Skip Smith told the panel the plan calls for demolition of an existing car wash and an outbuilding, reuse where feasible of a 3.5-foot retaining wall near the property line, and two new structures totaling about 10,500 and 3,260 gross square feet. Smith estimated the project would contain roughly 100 units overall and said "it's predominantly, probably 70% will be climate controlled units."
Board members and staff discussed grading, retaining-wall impacts and the curb-cut rationale (applicant tied that to expected low vehicle volumes for the mini-storage use). After Q&A a committee member moved to approve the application; the motion was seconded and carried on a voice vote. Because the item was handled as a first reading in staff presentation but received a committee motion and vote at the same meeting, follow-up will include final permitting and any required Quality Development Corridor site-plan review.
