Winn Parish Road Committee rejects Eugene Garrett Road bids, will reapply with scope change

The Winn Parish Police Jury Road Committee voted unanimously Aug. 16 to reject two bids for the Eugene Garrett Road capital outlay project and to pursue a scope change and rebidding.
Engineer Henry Shuler told the Committee that bids opened Aug. 6 showed Amethyst Construction at "$940,427.75" and Regional Construction at "$690,561.50," both above the designer’s estimate. Shuler recommended rejecting the bids or else reapplying with a narrower scope; he also advised the Jury to "do soil borings on this end before applying so as to determine how to bid." The motion to reject the bids and seek a scope change was made by Mr. Stanley Garrett, seconded by Mr. Frank McLaren, and carried 3–0. The Committee will place the motion on the next regular Police Jury meeting agenda for formal action by the full Jury.
The engineer’s comments and the Committee’s vote mean the project will be revised before the Parish solicits new bids. No construction contract was awarded at the Aug. 16 meeting.
