Planning staff Ruth (speaker 9) told commissioners the City of Hogansville submitted an annexation request from applicants Gary and Richard Shealy for an 83.35‑acre parcel off Sims and Moss Church Road, currently zoned General Industrial and adjacent to city limits.
Ruth also reviewed the High Point Subdivision preliminary plat, a proposed 48.456‑acre development with lot sizes ranging from about 2.004 to 5.625 acres, three lots accessed from Greenville Road and the remainder internal. She noted the Troup County Health Department reviewed the Level 3 soil report and that sanitary service would be public water with septic systems. Ruth said a 10‑foot buffer is required adjacent to the cemetery and that a 0.25‑acre cemetery parcel transfer remains unanswered; DOT will review access and advisory speed signage for safety concerns.
The planning staff indicated the county has about seven days to respond to the city's annexation notice and that staff would present the preliminary plat to the board of zoning appeals and planning commission for approval later in the week.
