Council hears plan to prioritize employee raises, with larger increases for police

City staff told the council the budget process typically includes annual personnel pay increases and that the police department often receives larger percentage increases to remain competitive for officers. “We try to do a higher percentage for the police officers than what we do for all the other personnel in the city,” Johnson said, adding that hiring has improved but retention and recruitment remain priorities.
Council members pressed staff on whether salary increases would force a tax increase. Johnson said that possibility exists, but no decision was reached at the workshop: the staff will present budget options that reflect different compensation scenarios and their revenue implications at upcoming workshops.
