Council backs engineering study to address chronic Main Street flooding, seeks partners

After years of recurring flooding on Main Street, the Bridgeport City Council approved staff'recommended authorization to pursue an engineering study to identify fixes and costs. The city manager said he would like permission to "consider authorizing a budget up to approximately $250,000" to complete engineering necessary to develop a shovel'ready plan and to pursue grants and partner contributions.
Council members pressed staff about whether authorizing the study would discourage other agencies from contributing. The city manager said the intention is to secure partners and cover a portion of the study cost while pursuing state and federal sources, including abandoned mine-lands funds and potential congressionally directed spending. The proposal also prompted a broader policy discussion: staff noted the city may be nearing MS4 designation, which would create a stormwater-utility funding mechanism but also add costs for residents.
The motion to proceed with the engineering investigation was moved, seconded and approved by council voice vote. Staff said they will return with specific budget language and a procurement plan if partners and scope are agreed.
