Committee recommends adoption of iterative procurement ordinance updates after DAS presentation

Amy Turham, deputy director of the Department of Administrative Services, presented proposed iterative updates to procurement and contracting rules and explained why the department advanced a countywide AMOP (Administrative Manual of Procedures) before completing all ordinance changes. "We developed these iterative updates with the office of corporation counsel and submitted this with their strong support," Turham said, and described a new AMOP (15.01) that expands coverage from contracting to the whole procurement life cycle and includes 18 attachments with more to come.

Turham said the department has launched mandatory training through Dayforce for procurement and contracting staff and that over 315 staff have been assigned the course; departments that do not complete the training will not be able to contract until training is finished. She also described a forthcoming contract compliance program to track vendor performance and contract dates. After a brief clerical correction on a line in the resolution, the vice chair moved to recommend adoption. The clerk recorded the roll call and reported five ayes, zero nos; the committee's motion to recommend adoption prevailed.
