Patrick Jackson, Parish Attorney, explained the administrative approval authority derives from parish ordinance and said the process was adopted to speed approvals for small plats while preserving options for juror review when necessary.
Jurors discussed whether variance requests to allow construction below road elevation should be handled administratively by the parish engineer or presented to the police jury, with Lynn Beaty and Glenn Benton supporting continued administrative review unless the engineer recommends denial. Hudson said drainage plans are submitted and reviewed for such variance requests and he will continue to consult with the affected district juror prior to approval. Mr. Jackson said he will include consideration of an ordinance update to clarify the engineer’s authority.
