Committee reviews $110,000 proposal to update PUD/subdivision rules

Carotta Askew-Brown, Executive Director of the Bossier City-Parish and Benton Metropolitan Planning Commissions, told the committee Feb. 18 that a consultant’s revised quote to update Benton and Haughton MPC subdivision regulations is $110,000 and will take roughly one year to complete. Askew-Brown said the Bossier City-Parish MPC has been removed from this scope because its Unified Development Code is being revised separately.
"The revised quote for updating the subdivision regulations in the Benton MPC and the Haughton MPC remains $110,000.00, and approximately one year is required to complete review and updates," Askew-Brown said. Jurors discussed cost-sharing options among the two towns and the parish, with Parish Administrator Dr. Ken Ward noting the parish may consider contributing funding while each town reviews its budget.
Parish Attorney Patrick Jackson outlined that the PUD concept was intended to allow alternatives to conventional subdivision rules but cautioned that the parish must protect public safety and emergency access as it considers any relaxed standards. Parish Engineer Eric Hudson recommended the committee consider extending the current PUD moratorium to allow the one-year review to be completed; staff will report back with participating towns’ commitments at the March 18 committee meeting.
